Your Perkins Loan Gets a New Servicer on December 1. The Notice Went to Colleges, Not to You.

Federal Student Aid is moving federally held Perkins loans from ECSI to GCR Servicing by December 1, 2026. Updated September 23: a second announcement finally gave borrowers a timeline. Goodbye letters around November 1, consolidation requests frozen November 15 to mid-December, and you have to re-establish your auto-draft with the new servicer yourself.

Update, September 23, 2026: The Department answered the question the August notice ignored. A second announcement, GENERAL-26-58, posted September 22 and it finally has borrower dates in it. ECSI mails you a goodbye letter around November 1. You keep paying ECSI until December 1. GCR sends a welcome letter around mid-December, and here is the line that costs money: GCR will tell you that you have to re-establish your auto-draft. It does not move with the loan. If you have been on autopay for years and you stop reading mail in December, you find out in February. One more timing trap: the servicer holds every consolidation request from November 15 to mid-December, so if you want a Perkins consolidation worked this year, file it in October. Schools lose access to the ECSI site at 5 p.m. Eastern on September 30, which is a school deadline, not yours. Everything below still stands.

If you still owe on a Federal Perkins Loan and the Education Department is the one holding it, the company that bills you changes on December 1. Nobody has written to you about it. The Department wrote to colleges.

Federal Student Aid posted the announcement on August 3, 2026, filed under reference CB-26-14. Servicing of federally held Perkins loans moves from the ECSI Federal Perkins Loan Servicer to a company called GCR Servicing. Two dates matter. On October 1, ECSI stops accepting Perkins loans from schools. December 1 is the anticipated completion of the transfer.

Now read who the notice is for. It tells schools when to stop sending packets and when they can start sending them to GCR. It points them at the Perkins Assignment and Liquidation Guide. It gives a phone number for the FSA Partner and School Relations Center. On the question of what a borrower should do about a payment due in December, it says nothing at all.

That’s not a conspiracy. It’s a program being wound down quietly, and quiet is the whole risk.

First, figure out if this is even your loan

Perkins loans come in two flavors, and only one of them is moving.

Most are held by the college that made them. Your school, or a contractor it hires, sends the bill. Nothing about those loans changes.

The rest were assigned to the Education Department, which happens when a school withdraws from the program, closes, gets terminated, or fails recertification. A school can also just choose to hand loans over. Only those federally held loans go to GCR, and the wind-down guidance doesn’t require schools to assign Perkins loans that aren’t in default, so plenty never moved and never will.

Perkins stopped making new loans in 2017. About $2.8 billion in balances were still outstanding as of December 2025, per Department of Education figures. Set that against a federal student loan portfolio of $1.696 trillion and you can see the shape of the problem. A small, closing program is exactly the one that doesn’t get a communications budget.

Do this before December

Find out who bills you. Pull your most recent Perkins statement or log into the portal you’ve been using. If it comes from your college or its billing contractor, you’re done. If it comes from ECSI as the Federal Perkins Loan Servicer, your loan is in the group that moves.

Keep paying whoever bills you now. Federal Student Aid’s rule on assignment is that you keep paying your current servicer until the Department’s servicer notifies you in writing where to send payments. A transfer is never a reason to skip a month, and a new address you found yourself is not an instruction.

Screenshot your balance, your payment history, and any cancellation credit you’ve earned. Perkins cancellation for teaching, nursing, and other qualifying public service is worth real money, and a handoff is where a paper trail goes missing. Your rights carry over automatically. Your servicer’s records are the thing that has to survive the trip.

Then watch your mail through December. The notice, when it comes, is the only one you get.

Verdict: the benefits are safe, the bookkeeping is on you. One more thing, since Perkins borrowers keep asking: the temporary 1% auto-pay interest cut is Direct Loans only and doesn’t reach you. If you’re weighing whether to just clear the balance, run it through our loan calculator, and the education hub has the rest of this year’s changes.

Frequently asked questions

Is my Perkins loan actually moving to GCR Servicing?

Only if it is federally held, meaning your school assigned it to the Education Department. Perkins loans made before the program ended in 2017 were owned by the college that lent the money, and many are still billed by that school or a contractor it hires. Assignment to the Department is mandatory when a school withdraws from the program, closes, is terminated, or fails recertification, and a school may also choose to assign loans at any time. The Federal Student Aid wind-down guidance says schools are not required to assign Perkins loans that are not in default, so a large share never moved. Loans still held by your school are unaffected by this transition.

What are the actual dates?

A second announcement, reference GENERAL-26-58, posted September 22, 2026 and filled in the borrower half of the timeline the August 3 notice (CB-26-14) left blank. Access to the ECSI website is disabled for all schools at 5 p.m. Eastern on September 30, 2026. On October 1 ECSI stops accepting submissions and resubmissions of Perkins loans for assignment from schools, and it keeps processing assignments received before that date through November 1. Borrowers get a goodbye letter from ECSI around November 1. The servicer holds all loan consolidation requests from November 15 to mid-December. Borrowers still send payments to ECSI before December 1. December 1 is the anticipated completion date of the transfer to GCR. GCR sends borrowers a welcome letter around mid-December.

Does my automatic payment carry over to GCR?

No. The September 22 announcement says GCR will advise borrowers that they must re-establish auto-drafts. That is the single most expensive line in the notice. An auto-draft that quietly stops is how an on-time borrower becomes a late one without ever deciding to skip a payment. When the GCR welcome letter arrives around mid-December, set up the draft again and then confirm in January that the first one actually pulled.

What if I was planning to consolidate my Perkins loan this fall?

Move before November 15 or wait until the new servicer is live. The announcement says the servicer holds all loan consolidation requests from November 15 to mid-December 2026. A request filed inside that window does not get worked, it sits. If you are chasing a deadline that depends on a completed consolidation, file it in October rather than late November.

Where do I send my payment during the handoff?

To whoever bills you now, until the new servicer tells you otherwise in writing. Federal Student Aid's guidance on assignment is that borrowers keep paying their current servicer until they receive official notification from the Department's servicer telling them where to send payments. Do not stop paying because a transfer is underway, and do not guess at a new address.

Do I lose any benefits when my loan is transferred?

No. Under the Federal Student Aid Handbook, deferment, forbearance, and cancellation benefits carry over when a Perkins loan is assigned, and the terms of your promissory note stay binding. Perkins cancellation for qualifying teaching, nursing, military, and other public service work survives a change of servicer. What can go wrong in a transfer is record keeping, not entitlement.

Does the 1% auto-pay interest reduction apply to my Perkins loan?

No. The temporary 1% auto-pay reduction that runs through June 30, 2028 applies to Direct Loans disbursed on or after July 1, 2012. Perkins loans are not on the list, and neither are older FFEL loans.
